In Pennsylvania, taxpayers can redirect their state tax liability to support tuition assistance for families in need through the Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.ÌýBoth programs award tax credits for donations made to specific organizations, which in turn provide scholarships to eligible students attending private schools.Ìý
The Scarpa Center and Graduate Tax Program, along with the Foundation for Catholic Education, present this one-hour seminar, which will focus on key aspects of these tax credits, including the use of EITC and OSTC contributions, eligible businesses and SPEs (Special Purpose Entities) and deadlines.
The EITC Program was established in 2001 pursuant to an amendment to the PA Public School Code. It authorized the award of tax credits to businesses that made contributions to specific scholarship and/or educational improvement organizations. Beginning in the 2008-2009 fiscal year, the credit became available to individuals via a pass-through of the credit from an LLS, S corporation or partnership. In 2012, the OSTC Program was established, targeted at students in neighborhoods with underperforming schools. The PA Department of Community and Economic Development administers the EITC and OSTC Programs.
